<p>Planning Commission postpones vote on Baker Center rezoning</p> <p id="GifYhe">Alamo Drafthouse Cinema’s plan to redevelop a former AISD property in Hyde Park hit a snag at this week’s Planning Commission meeting, <em>Community Impact Newspaper </em><a href="https://communityimpact.com/austin/central-austin/city-county/2018/02/27/alamo-drafthouses-baker-center-project-stalled-architect-says-affordable-housing-not-guaranteed/?utm_source=Master+List&utm_campaign=c3d5fca064-WWWT_0118_pm&utm_medium=email&utm_term=0_5f67ac3218-c3d5fca064-237370313">reported</a> Tuesday night. </p>
<p id="4fJgKa">The school district approved the $10.6 million sale of the Baker Center, located at 3908 Avenue B, to the Drafthouse in November. The property is one of several AISD put on the <a href="https://austin.curbed.com/2016/12/21/14047316/aisd-property-sale-updates">market</a> in the fall of 2016, requesting proposals to buy, lease, or develop them in a manner in some way beneficial to the public.</p>
<p id="jxLYOr">A rezoning proposal for the property was pulled from the commission’s consent agenda Tuesday when it became clear that there was no plan for housing on the site, <em>CI</em> reported. According to the newspaper, the Hyde Park Neighborhood Contact Team, which voted in favor of the project in December, and members of the commission were under the impression that AISD agreed to sell the property to the Drafthouse because it was to include the affordable housing to be offered to district employees in its redevelopment of the site, where it also intended to relocate its headquarters.</p>
<p id="TsGYoq">Architect <a href="http://www.weissarchitecture.com/">Richard Weiss</a>, representing the Drafthouse, told the commission that the original proposal was to make 25 percent of any onsite housing affordable, but the inclusion of housing in the project was not guaranteed.</p>
<p id="6uKUzc"><em>Community Impact</em> published a section of the commission’s agenda item that indicates it was under the impression that the Alamo Drafthouse planned to develop single-family housing at the site and had agreed to a restrictive covenant addressing affordability and AISD employees at the sale closing.</p>
<p id="FEWrzf">The Planning Commission voted to postpone the rezoning vote until March 13 with Weiss’s consent, but the architect said the deal would probably not move forward if the item did not reach the City Council by March 22, according to <em>CI</em>.</p>

<p>Alamo Drafthouse, city, developers, and nonprofits vie for 10 sites</p> <p id="VVkr6A">Ten properties the Austin Independent School District recently put up for bid have received offers that would amount to $90 million if the highest bids were accepted for all of them, the <em>Austin-American Statesman</em> <a href="http://www.mystatesman.com/news/local-education/austin-district-properties-fetch-million-bids/29aWodCWcbjLLtD8ieqfLI/">reported</a> last week. </p>
<p id="goWPwh">The district put up the <a href="http://austin.curbed.com/2016/10/3/13154262/austin-development-school-district-commerical-property-for-sale-aisd">properties</a>—which include district’s Carruth Administration Center in Clarksville, the Allan Center (formerly Allan Elementary School) in East Austin, downtown Texas historic landmark The Millet House, the Baker Center (formerly Baker Elementary) in Hyde Park, and vacant parcels in north, south, and east Austin—in October. </p>
<p id="N8JlYk">In addition to traditional purchase and development offers, AISD announced that it was looking for groups interested in developing community opportunities to submit proposals.</p>
<p id="Ikf1nf">This month, the Austin City Council <a href="http://austin.curbed.com/2016/12/9/13904016/austin-affordable-housing-aisd">approved</a> an amount not to exceed $2.88 million to bid on properties in hopes of turning them into affordable housing.</p>
<p id="20Fyua">According to the <em>Statesman</em> article, other bidders for various parcels include Alamo Drafthouse Cinemas, high-profile developers, and nonprofits. While the district did not release the details of the proposals beyond the dollar amount, some organizations made their bids and intentions public, according to newspaper.</p>
<p id="GGmcg0">Austin Habitat for Humanity, it reported, proposed development of 140 affordable home units on the district’s Service Center Land off 51st Street; it would like at least 20 percent of that housing to be for school district employees.</p>
<p id="nJrFxI">Similarly, housing nonprofit Foundation Communities, wants to build up to 200 apartments East Austin’s Allan Center (formerly Allan Elementary), the article noted.</p>
<p id="WcrWPU">Since the district included from the beginning of the process the information that it is especially interested in projects that would help the district and its employees, it might not necessarily accept the highest-dollar bids in all cases.</p>

<p>Council approves AISD property bids</p> <p id="0ngvBq">An affordable housing plan that involves the city, Travis County, and The Austin Independent School District took a step forward Thursday, according to a Friday Austin Monitor <a href="http://www.austinmonitor.com/stories/2016/12/council-approves-bid-buy-aisd-properties/?utm_source=Master+List&utm_campaign=e6a97b1d6e-WWWT_0516_pm&utm_medium=email&utm_term=0_5f67ac3218-e6a97b1d6e-237358641">report</a>. According to the Monitor, the city will bid on 10 AISD properties for an amount not to exceed $2.88 million. </p>
