How to get around when you’re on the ground—during a pandemic

Update (April 3): The Austin-Bergstrom International Airport is open and operating, with several changes in place, both long- and short-term. Here are some of the notable ones.

Pro tips (from the Transportation Security Administration of the Department of Homeland Security):

Hand sanitizers are an exception to the 3.4 ounce or less carry-on rule. Up to 12 ounces are allowed but may be subjected to additional screening.

Facilitate social distancing and efficient travel through security checkpoints.

• Leave home without prohibited items.

• Place everything that is in your pockets or clipped to your waistband—including belts, wallets, coins, and phones—in your own carry-on bag before getting to checkpoints.

• Unless you are in the TSA Precheck program, any electronics larger than a mobile phone will have to be removed from bags to be checked at security.

Gates 1-4 and 6 have been disinfected and temporarily closed.

Security Checkpoints 1 and 3 are closed. All passengers will be screened through Checkpoint 2 until further notice.

As outlined in Texas Gov. Greg Abbott’s March 26 executive order (updated March 29) travelers who arrive at airport from the following locations must self-quarantine for 14 days from the time of entry into Texas or the duration of the person’s presence in Texas, whichever is shorter.

State of California

State of Connecticut

State of Louisiana

State of New Jersey

Chicago, Illinois

Detroit, Michigan

Miami, Florida

The order will be implemented and enforced by the Texas Department of Public Safety.

Valet parking operations are suspended.

Parking: The third floor of the Red Garage/Garage 1 is closed to the to the public. The remaining floors of Red Garage will remain open.

The Blue Garage and the economy parking lots will remain open for now. Economy parking is $8 per day and the Blue Garage is $15 per day day.

Shuttle service from the economy lot to the Barbara Jordan Terminal and service to the South Terminal will remain at a level commensurate with demand.

ABIA has a webpage devoted to updates related to the novel coronavirus.

Update (Monday, March 23): The airport is considered “critical infrastructure” and does not fall under current city and county restrictions regarding gatherings of 10 or more people, made in response to the COVID-19 pandemic. The airport remains open and is operating.

Shuttle and parking teams at Austin-Bergstrom International Airport as of March 18 are cleaning shuttles are cleaned with disinfectant and contact areas such as handrails are wiped down multiple times a day. To adhere to social distancing protocol, the team is limiting the number of shuttle passengers on board at one time and has increased number of shuttles being deployed. Airport officials ask that you exit through credit card express lanes to avoid person-to-person contact.

The airport has its work schedules to include teleworking for some nonessential employees but continues to have essential staff onsite to support airport operations. All scheduled live-music music performances at the airport have been canceled through April 30.

As far as we know, Austin-Bergstrom International Airport has never been called one of the most beautiful in the world, but it’s no slouch, either.

Opened at the turn of the 21st century (May 1999) on the decommissioned Bergstrom Air Force Base, ABIA replaced the city’s stylish but overcrowded and a little bit frightening Robert Mueller Municipal Airport (it was smack in the middle of major road intersections and neighborhoods, and landing planes flew freakishly low over IH-35).

Architects who designed ABIA include century-old local firm Page Southerland Page (architect of record, now called simply Page), Gensler (project design architect), and Leigh Fisher Associates. Though often crowded, the terminals are all glass walls, terrazzo floors, and blond wood, so it rarely feels cramped or gloomy.

Gensler also oversaw a recent expansion of the terminal, which added nine gates and more flights. In 2019, its 20th anniversary year, the airport saw 17,343,729 travelers—a new annual passenger record: and its 10th record-breaking year in a row.

All of which is to say that Austin’s airport has more people traveling to or through it than ever before, and sometimes they need a little guidance. ABIA is only major commercial airport serving the Austin metro area right now, so chances are if you’re reading this, you’ve experienced it already—or you’re about to.

The good news is that if you show up early or have a layover, ABIA is not the worst airport to spend a little time in. This guide is designed to help brand-new ABIA travelers get their bearings, let experienced travelers know about some updates, and maybe provide a tip or two for new and seasoned travelers alike. It covers both the main terminal and the fairly new South Terminal, where Frontier, ViaAir, and Allegiant airlines operate.

Before you go

You can check flight status online.

You can call (512) 530-3300 for up-to-the-minute parking updates.

You can check live wait times for security lines here. (More security intel below.)

ABIA is a partner with the Good Traveler, where you can calculate the carbon impact of your trip and buy carbon offsets (basically, make contributions to projects meant to reduce carbon emissions or restore atmosphere, detailed on its site).

Public transportation

Austin’s sole commuter train does not travel to the airport, but Capital Metro high-frequency bus route 20—Manor/East Riverside connects the airport and downtown and runs at 15-minute intervals. You can catch it at the bright blue, guitar-shaped stop right outside the terminal.

Car and taxi service

The ABIA website has a long list of taxi, ride-hailing, limo, and car rental services listed, including SuperShuttle van service, which drops you off and picks you up at your destination and has nonstop, black car/upscale, and SUV options.

Cabs and ride-hailing services have recently been moved and operate on the ground level of the Rental Car Facility, which is just beyond the close-in parking garage.

Walkways to reach the new area and color coding have been installed.

Passengers departing from the airport can still be picked up and dropped off curbside on the upper level of Presidential Boulevard in front of the terminal

The four Austin cab companies are ATX Co Op, Austin Cab, Lone Star Cab, and Yellow Cab. Fares can range from $25-30 to downtown locations, and up to $60 for longer distances. Minimum fare is $12.30, with a $1 surcharge. Most can be scheduled for pickup to the airport ahead of time.

Ride-hailing companies

The following companies currently operate in Austin and include airport service.

RideAustin (a locally owned, nonprofit business)

Wingz

All ride-hailing companies, as well as people in private cars waiting to pick up arriving passengers can park in the Cell Phone Lot (yes, that’s its name) while waiting for a call or pickup assignment. Hey, beats circling the airport repeatedly—and, in addition to being free, it has a convenience store and fuel station that includes electric vehicle charging.

The renovated lot now features ABIA Food & Fuel, which is it is available to the public and features a convenience store, a gas station, a Subway sandwich shop, and a variety of tacos from TacoN’ Mama.

Car rental

The airport has the usual array of car-rental services, but SXSW partners with Enterprise. Attendees should use the code L65SXSW to book over the phone (855) 266-9289 or can book online.

Driving and parking

ABIA has several tiers of parking, with costs ranging from $29 (Executive Valet) to $8 per day (Economy), with discounts for weeklong parking. There is also a Frequent Parker program if that’s how you roll.

When driving to/dropping off at the airport, remember that Austin’s significant traffic congestion is especially high and almost constant on Highways 71 and 183/Airport Boulevard, the two most popular routes from Austin to ABIA. Check traffic ahead of time and plan accordingly.

Inside the Barbara Jordan Terminal

The most important thing to know about ABIA’s main terminal is that it is named after Barbara Jordan, the first African-American person to serve in the Texas Senate after Reconstruction (1966-72), the first African American woman elected to the U.S. Congress from the South (1972-78), and the first woman to deliver the keynote address at a national party convention (Democratic Convention 1976, and again in 1992). She also made a compelling speaker at the Watergate trials and later taught at the University of Texas. You can pay homage on the bottom floor of the terminal, where there’s a character-capturing statue of her.

10 can’t-miss places to check out during the fest

Austin is always buzzing these days, but during SXSW it becomes a different kind of beast. Metal clubs become comedy venues, favorite movie theaters are full of badgeholders and celebrities, and it takes a temporary village of tents and forts to pull off all the parties, demos, and events around downtown.

That’s all well and good, but at some point you’re probably going to want to check out some of the great places Austin has to offer year-round. To that end, we designed this guide map of places you’ll really want to visit while you’re here. Most are free and festival-adjacent (though a few are an easy walk from downtown), and none of them requires SXSW credentials of any kind to enjoy.

Have a ball, y’all.

Quite a few, as it turns out

Most Austinites have seen the Instagram post by now: A mound of scooters, let’s say eight feet tall, smack in the middle of both Dirty Sixth and SXSW. Snapped by Instagrammer Trent Jones (@mooseheadfeed) and said to be created by members of the police department one heady night during the festivals, the pile served as a symbol for pretty much whatever you wanted it to be: cautionary tale, possible arson magnet, or source of passing amusement.

Mostly, though, the buzz was around the (pick one): 1) abundance, 2) inevitability, 3) happy synergy, or 4) plague of dockless vehicles—primarily electric scooters—created at SXSW this year.

While dockless bikes and scooters have been operating in the central city for just shy of a year now, their deployment and popularity for 10 days in March—along with a lack of clear city regulations—prompted a wide-ranging and vigorous conversation about everything from the nature of the people riding them to apocalyptic visions for the future of transportation.

In the end, though, were there really that many, and was it really that significant? Yes and yes, as it turns out. Major apps for dockless vehicles saw a big increase in downloads during the festival and, according to data on the city’s dockless mobility website (boiled down nicely in a Monday KUT story), the number of trips on dockless vehicles during the festival totaled at least 465,785—434,000 of them being scooter rides, or more than 12 percent of the total 3.5 million scooter rides taken since the vehicles were (legally) deployed here almost a year ago.

Let’s go to the numbers

Here are some other fun numbers from the event, using city data compiled by KUT for Monday’s story. When considering them, it’s important to keep in mind that city data do not include trips of less than one-tenth of a mile, or about 528 feet—a little over a block in Austin, more or less.

Let’s not discount the dockless bikes, either: Nearly 32,000 people rode them during the fest—23 percent of the rides the city has tracked since April. They traveled a median distance of 1.09 miles, and rides lasted a median of 10.6 minutes. The highest number of bike rides during a single day of the festival was 4,341, on March 14.

The 433,942 rides taken on dockless scooters were for a median distance of 0.65 miles and lasted a median of 7.8 minutes. There were 52,254 scooter rides on March 9, the highest number of individual scooter rides in a single day during the festival.

Austin and scooter safety

Last December, the national Center for Disease control opened its first study of dockless scooter safety in Austin. The center has finished collecting data for the study but has not yet released its findings.

There has been one death caused by a crash between a car and a scooter in the city.

During and before SXSW, dockless-vehicle rides were allowed to operate under a set of guidelines posted on its website:

Pedestrians First - Yield to people walking on sidewalks.

Park Responsibly - Park in a secure, upright position in designated areas, such as furniture zones of sidewalks, public bike racks and other marked parking zones. On sidewalks, give at least 3 feet of clearance for accessibility.

Stay on Right of Way - Do not take dockless devices to unauthorized areas, such as private property, parkland, or state-owned land, unless otherwise authorized.

Know What You’re Sharing - Users have access to dockless mobility services without having to share Personally Identifiable Information and can opt in to data sharing only after getting clear information about what data will be shared.

Right and Report - If you see a unit toppled over or parked improperly, help out by righting the unit and reporting the issue to Austin 3-1-1.

The University of Texas, meanwhile, has already set and is enforcing rules for the scooters and bikes on its Austin campus.

SXSW is still here

It’s a good bet that, by now, everyone who needs to knows that this year’s SXSW Conference & Festivals (its official name)—or 2019 “Spring Festival Season,” as the city calls it—started March 8 and continues through the weekend.

Similarly, those attending SXSW 2019 or avoiding it have a grasped and grokked the concept that most downtown streets are either closed for the festival or so jammed up they’re not worth venturing down (at least not in a car). Luckily, the city issues a (moderately) handy street closures map to help (see the updated one, below) with that.

Those changes will be in effect through Sunday.

Those of you who are not going to the festivals—who are, in fact, trying to avoid it altogether, in fact, still need to pay attention, however. Specifically, if you are traveling on I-35 through the middle of town, be aware that southbound I-35 exits Eighth and Cesar Chavez streets will be closed from 10 a.m. until 3 a.m. daily through Saturday, March 16. In addition, expect heavy traffic and delays along that stretch.

In addition to the closure map below, see Curbed Austin’s How to get around SXSW guide or go to City Stage (the city’s branded events site) for an interactive map where one can filter festival travel information by date and select data layers, including applicable Capital Metro routes, special routes, and stops, as well as locations of Austin B-Cycle kiosks and lots of other helpful transit intel.

Dockless apps get festival spike

As anyone who has been in or around Downtown Austin in the past week can attest, dockless mobility was kind of a thing at SXSW this year. While dockless, electric bicycles were in the mix, it’s the scooters, of course, that draw the most ranting and raving.

Sure, Austinites have had plenty of time to weigh in on the scooterization of local transportation, since we’ve had the things around—mostly in Downtown, South Austin, and Central East neighborhoods—for almost a year. And we all know how dicey navigating those areas gets during every SXSW, something to be expected when you invite 400,000 people to visit the already crowded streets of your central city for 10 days.

Some conventioneers and festival attendees, however, had strong reactions on both ends of the spectrum. And while it wasn’t exactly the Death Race 2000 situation The Verge’s Nick Statt described in his take on the “scooter invasion,” the influx and concentration of the vehicles (along with hordes of people willing to ride them) made the public parts of SXSW a little more intense this year.

On the ground look at the scooterpocalypse here in Austin. pic.twitter.com/BoCHikvC8Z
— Nick Statt (@nickstatt) March 9, 2019

The clear winners in the SXSW scooter derbies, at least from early indicators, are the companies that deploy them. According to a report by mobile-data cruncher Apptopia, the top national dockless-mobility apps—which also happen to be the ones with the most vehicles in Austin at the moment—got significant bumps in downloads last week, especially during the beginning of the conference and festivals.

According to Apptopia’s report (which its website notes could have up to a 20 percent error rate but is more about the trend than hard numbers—as well as measuring a phenomenon that was at least anecdotally visible to those on the ground), Lime saw the biggest leap in downloads for the period. Bird had the second-highest increase, although one more than 10 percent lower than Lime’s. All four companies in the report showed sharp increases and peaks in downloads during the first three days of SXSW, which started on March 8 this year.

Conferences, festivals, parties, day parties, free parties, oh my

SXSW Conference and Festivals, often referred to as “official” SXSW events, are just the start of the party. There are also private parties, “unofficial” (usually live-music) events and parties—some still call them “day parties”—and miscellaneous “activations” (promotional parties, events, and “immersive experiences”).

The distinction is, rightfully, lost on most locals and those attending the fest without credentials, but there are a couple of things to remember about it:

• You will need a SXSW badge, guest pass, or wristband to get into many official conference and festival doings, although SXSW offers some free events, for which you will need to get a Guest Pass.

• SXSW credentials have also changed and every year seem to offer more opportunities for access across interactive, film, music, gaming, comedy, sports, food, social good, and other official events. You can see what your badge or wristband gets you here.

• SXSW credential-holders can jump the lines at movie screenings and music performances with free SXXpress passes—for which you will need to register and pick up on a daily basis.

• Tip: If you don’t have credentials, you can buy individual tickets for most film screenings and music performances. While you will almost certainly not get into the biggest, most popular ones, you still have a pretty good chance of seeing many films (especially after their first screenings) and hearing music in smaller clubs by less hyped bands.

• Many unofficial parties, especially those thrown by companies, labels, etc., require an RSVP. RSVPster is probably the best place to figure out which ones those are.

• Some parties are invitation-only (and usually also require an RSVP), but registrants automatically get invitations to many of these.

• “Day parties” are indeed usually daytime events (again, mostly musical, even if they are promoting something else), mostly free, that take place at art galleries, hotels, retail outlets, parking lots, parks, bars, restaurants, or anywhere else someone could get a permit.

There’s no official guide to these unofficial events, but some masochistic compulsive created an unofficial guide to them, which you can find at UnofficialSXGuide. It has a list of all the parties and events permitted by the city as well as links to RSVP to the ones that require them.

What to pack

Austin weather in March is unpredictable. SXSW has seen freezing Arctic blasts, monsoon-like rains, and plenty of bright, hot, humid stretches. Pack for those possibilities (layering options are always good). A rain jacket and shoes that can handle some water are also good ideas.

Note: The forecast for most days of the 2019 festival (which could always change, of course) is cool (for Austin, anyway: highs in the 60s and 70s) and rainy (the gamut: drizzle to thunderstorms).

Aside from the obvious travel/work items (IDs, electronic devices), here are some less obvious things you’ll want to remember (or buy when you get here): extended battery pack and charging cords for all your devices; a backpack or bag with lots of empty space for all the swag you’ll get; shoes (or boots, heh) made for walking; a sturdy, reusable water bottle; sunglasses; sunscreen; earplugs; possibly a sun hat, earplugs; business cards; Emergen-C or your electrolyte-restoration vehicle of choice; and probably some sort of OTC pain relief meds. Did we mention earplugs?

No matter what the forecast, bring and use sunscreen. And stay hydrated (16 oz or so of water an hour seems to be a good formula for doing that without overdoing it and having to spend all your time in line for the bathroom).

Drones and weapons are prohibited at all SXSW events, so leave yours at home.

Make a schedule, but don’t feel beholden to it

It’s good to plan (SXSW has an app for official stuff)—definitely make a calendar for your can’t-miss choices—but some of the best times to be had at SXSW come from popping in to see an act you’ve never heard of, a random film, an event or panel outside your usual bailiwick (say food, or social good, or gaming). Wandering into a museum, art gallery, store, restaurant, or food truck court you’ve never heard of can also be rewarding.

Tip: Your schedule should not require you to rush from place to place, so pay attention. Crowds tend to line up early and stay in one place once they’ve gotten to their destination. You should do the same.

Moonlight towers

They’re a thing (as well as band and a comedy festival).
Welcome to the funhouse

Austin is usually nothing like it is during SXSW. The club in which you see an indie band might normally be a metal bar (or an empty warehouse, or a church). The magical party you attend might usually be a parking lot. You get the idea.

When SXSW is in full force, approximately 200,000 people are added to the city’s population, and for a week the city exists pretty much to provide those people with as much fun and information as it can cram in.

Don’t get us wrong; there’s still creative work to be enjoyed year round, and almost as much traffic. If you like the place, come back and visit us another time of year, too. You’ll be able to get into almost everything (except Franklin Barbecue), usually without a line.

Rainey Street bar will be recreated as a tech-based 1930s speakeasy simulation to promote new movie during festival

Over the years, SXSW has increasingly attracted elaborate, participatory installations—usually but not always driven by hype around films and episodic (television-style) programming—that help turn Austin into the amusement park that it already teeters on the edge of being year round.

There was (Grammy winner!) Lady Gaga’s performance in front of a giant Doritos vending machine in 2014. In 2016, a ferris wheel and elaborate reproduction of a Mr. Robot set popped up on a street corner where a parking lot was usually located, while an activation featuring an upside-down church promoted AMC series Preacher across the street from the Convention Center.

2017 featured a pop-up Los Pollos Hermanos stand in tribute to Breaking Bad. Last year saw a reproduction of Roseanne’s diner to promote the show’s short-lived comeback and an elaborate replication of a Westworld set. That’s hardly a complete list, but it conveys the essence of the pop-culture-oriented activation.

Now that such events have come to be expected and we’ve settled on calling them “immersive experiences,” or something like that, it’s a bit easier to shorthand what’s coming up this week at SXSW 2019. A combination blood drive and Game of Thrones immersion is set to take place March 7-9 and sounds somewhat restrained in light of the show’s bloody theatrics.

More elaborate, multi-event immersions for new Netflix film The Highwaymen, however, should satisfy those in search of a world transformed, if only temporarily, at this year’s SXSW. Starring Woody Harrelson and Kevin Costner, the movie tells the story of the two former Texas Rangers who ended the murderous crime spree of notorious Texans Bonnie and Clyde. (The Highwaymen director John Lee Hancock will also be honored Thursday at the Texas Film Awards, an immersive experience in its own right.)

Netflix, which partnered with local hospitality outfit Bunkhouse on the activation, promises a “fully immersive” experience that puts participants in control and weaves them into the story. The story starts with a ride in a 1930s car from Bunkhouse-operated hotels St. Cecilia and San Jose to the Banger’s basement bar, where they will find the Rainey Street stalwart transformed into a speakeasy.

The fully immersed guest will then experience a combination of participatory theater, interacting with in-character actors, and gaming (with prizes!). Outfitted with RFID bands, visitors can check in at various stations to access different kinds of activation content: photos, messages, points to be earned, contests to be entered, and the like. Points can be redeemed for swag at the activation’s General Store. (It’s possible that, by the end of the experience, guest might feel a little like they’re in old-timey country-music tourist mecca Branson, Missouri—which incidentally, also claims to be the “Live Music Capital of the World.”).

The Highwaymen speakeasy will be free and open to badge- and invitation-holders all weekend.
